Martyn's Law

The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law, received Royal Assent on Thursday 3 April 2025.

​

​This Act delivers the Government’s manifesto commitment to strengthen the security of public premises and events.

It is currently anticipated that the legislation will be in full force by late 2026.

Who is affected?

​

1. Standard Tier (Capacity of 200+ people)

​

These venues will be required to

  • Notify the Regulator that they are responsible for premises within the scope of the Bill

  • Ensure that a Responsible Person is appointed to manage compliance with the legislation.

  • Consider the terrorism threat and relevant attack methodologies.

  • Implement proportionate “Public Protection Procedures” to ensure that as far as reasonably practicable that impacts of a terrorist attack are reduced, with procedures for Evacuation, Invacuation, Lockdown, and Communications.

Example Venues:

  • Holiday parks (with venues/events holding 200+ people)

  • Small theatres or cinemas

  • Independent retail shops with high footfall

  • Small sports clubs or gyms

  • Places of worship

  • Visitor centres​

2. Enhanced Tier (Capacity of 800+ people)

​

These venues must:

  • Ensure that a Responsible Person is appointed to manage compliance with the legislation, and appoint a Designated Senior Individual, responsible for compliance with the legislation.

  • Consider the terrorism threat and relevant attack methodologies.

  • Implement proportionate “Public Protection Procedures” to ensure that as far as reasonably practicable that impacts of a terrorist attack are reduced, with procedures for Evacuation, Invacuation, Lockdown, and Communications.

  • Implement tailored “Public Protection Measures” to provide proportionate protection against acts of terrorism, including processes, people led and physical security mitigations.

  • Document compliance in a tailored document, to allow for assessment of compliance, covering the procedures and protection measures in place, and reasoning as to how this reduces risk and / or vulnerability.

  • Large holiday parks or resorts

  • Music venues and concert arenas

  • Major shopping centres

  • Stadiums and sports grounds

  • Large theatres or exhibition centres

  • Transport hubs (certain parts of airports, train stations)

  • Major tourist attractions (e.g. theme parks, museums)

  • Nightclubs and large pubs

  • Universities and colleges (public areas)
